Understanding the English Language Requirement for UK Naturalisation

If you’re applying for British citizenship by naturalisation, one key requirement is demonstrating your knowledge of English. Applicants generally need to show they have achieved B1 level on the Common European Framework of Reference for Languages (CEFR), unless they qualify for an exemption.
How Can You Meet the B1 Requirement?
You can meet this requirement in several ways:
Passing an approved Secure English Language Test (SELT) at B1 level.
Holding a degree-level qualification taught in English, equivalent to at least a UK Bachelor’s degree, confirmed by ECCTIS.
Being a national of a majority English-speaking country.
Exemptions from the B1 Requirement
Some applicants do not need to provide separate evidence of English:
Nationality exemptions – nationals of majority English-speaking countries (check official guidance for the full list).
Academic exemptions – recognised degree-level qualifications taught in English.
Medical exemptions – long-term physical or mental conditions that prevent meeting the requirement, with supporting evidence.
Age exemptions – applicants under 18 or over 65 are generally exempt.
The Role of ECCTIS and Overseas Qualifications
For qualifications obtained outside the UK, ECCTIS can provide a comparability statement. For naturalisation, the Home Office generally requires a degree-level qualification taught in English. Qualifications below this level, such as those equivalent to UK A-levels, typically do not satisfy the B1 requirement on their own.
Many applicants in this situation find that taking an approved B1 English test is the simplest and most reliable way to meet the requirement. Approved test centres can be found through Home Office guidance.
